意味： 英辞郎によると、下記のような様々な意味がある。

4. 〔事業などを〕起こす、拡大する

そして、この文例の場合は、５の「〔支持などを〕獲得する」になる。

ただ、下記英語の定義でわかるように、和訳すると様々な意味になるが、基本的には、二つの定義しかない。
