Collins English Dictionaryでも下記の三つの定義しかない。

- the range of a rifle
いずれも当てはまらないし名詞系なので、似たような火器で形容詞として使われる単語を考えるとshotgun（散弾銃）があります。
英辞郎によると、shotgunが形容詞の場合、このような意味がある。

Collins English Dictionary):

- the range of a rifle
None of these makes any sense in the above sentence.
However, when we consider that the word shotgun can mean:
covering a wide field with hit-or-miss effectiveness
We can surmise that the writer of the article meant rifle-shot to be the antonym of shotgun, so that "rifle-shot provisions" means "specific/detailed provisions."
