1. 事前に準備された、あらかじめ決まっている
2. 〔考え・演説などが〕新鮮味［生気・独創性］のない、決まりきった、型にはまった、ありふれた

とありますが、ハイフォンで繋がってないcut and driedを

〈比喩〉〔言葉などが〕あらかじめ用意された、〔考え・意見などが〕月並みな

としています。
しかしながら、実際の違いはcut-and-driedは名詞の前につける形容詞として使うぐらいです。意味としては、下記Cambridge Dictionaryの英語の定義の方がわかりやすいのではないかと思います。
問題文の場合は、下記Cambridge Dictionaryの二番目の定義になります。
