今回の２つの単語は、かなり新しく英辞郎等の和英辞書に掲載されたいないだけではなく、アメリカ人やイギリス人でも知らない人が多いようです。ただ、後者のlooksmaxingは、考えれば意味がわかるのではないでしょうか。
Incelの意味
（下記説明は、直訳ではなく概略です）British GQによると、
Incelは、involuntary celibate（「不本意な独身者」つまり、自分の意思とは裏腹にパートナーが出来ない人）の省略。この呼称は、ひどく女嫌いの男性で自分が女性と仲良くなれないのは女性が悪いと思っている人のこと。多くのincelは、女性に恥ずかしい思いをさせるべきであり、極端な場合は性的暴行等の肉体的仕打ちを受けるべきだと思っている。Reddit等のSNSに集まる彼らは、一般人をChads（魅力的な男性）とfemoidsまたはStacys（Chadsが魅力的だと感じる女性）に分けて考えている。
なぜ、incelは、今話題に上がっているのか
（2018年4月25日の夜、）カナダのトロント市において25歳の男性が運転する自動車が歩行者の中に突入し、10人の死者と15人のケガ人が出た。運転していたのは、Alex Minassianで本人はincelであることが確認された。
Looksmaxingの意味
この単語は、調べた限り和英辞書だけではなくどの英語辞書にも掲載されていないが、単語を分解するとlooksとmaxingからなっています。つまり、「見かけ」と「最大限に」の造語で「見かけをなるべくよくする」の意味です。ただ、incel等のサイトを読むと表面的なものだけではなく、内面的なことも言っていると主張する人もいます。

Incels often believe women should be verbally shamed and, in extreme, physically punished with sexual assault, rape or disfigurement. Coming together on internet communities such as Reddit, "incels" categorise society into two camps, the "Chads" (attractive men) and "femoids" or "Stacys" (attractive women who the Chads find attractive).
Why are we talking about them now?
On Monday night, a 25-year-old man drove into pedestrians in Toronto, killing ten people and injuring 15. He was identified as Alex Minassian and, it has been confirmed, an incel.
Meaning of "looksmaxing":
This is a harder word to actually define. If you google it, you will be taken to quite a few articles and websites about incels. The superficial meaning is just what this word describes: i.e. "maxing" one's looks. If you read a little deeper into some of the articles, however, it is not only about appearance but other non-aesthetic factors.
