英辞郎によると、

  1. ~に休暇[賜暇]を与える
  2. 米〉~を一時解雇する、自宅待機させる
この場合は、2番の訳になるわけですが、「無給休暇」でもいいのではないかと思います。
また、下記英文定義の3番にあるように、「囚人の一時帰宅」のこともいいます。
