意味：
英辞郎によると、

1. 〈話〉〔自分勝手な〕意見、確信
2. 〈話〉〔権威ある〕許可、支持
3. 〈話〉決定［発言］権

上記のように、意味がかなり違うので文脈から読み取るしかありません。
問題文では、Courtaldという教育機関のsay-soをもらってないと言うことなので、「許可」ということになります。
